The least bad option
Imagine you run Force India. You want to move your team forward so you want a superfast rookie, but you also want a bit of experience so when something goes wrong with your car somebody knows what it was. As you sit back with a bottle of Kingfisher you are asking yourself to ponder the following question: who is less crap Fisi or Ralf?

Fisichella, definitely. The difference seems to be that Fisi will only perform well in a bad car, and Ralf will only perform well in a good car. Seeing as Force India will probably be towards the back again, they need Fisi. He seems to feel the pressure of being in a competitive car, whereas Ralf excels (but only if everything is working perfectly).
I reckon Fisi would be the one you would want too, he has been a good stable team mate to Alonso (and Kovi too i guess) in a recently winning team.

Another factor against them both is that they seem to have gone mad...
Ralf thinks he's the third greatest driver in the sport, and did you see the letter with Fisi calling Bernie Daddy - that was just weird.
He's still faster than Ralf though.
